CSM powers Kenya’s Royalty Management System

CSM Technologies Limited has achieved another significant milestone in the journey of digital governance within Africa’s natural resources sector. A leading GovTech company providing Digital Public Infrastructure (DPI) solutions for emerging economies, CSM has successfully developed and implemented a Royalty Management System (RMS) for the State Department of Mining under the Government of Kenya. Implemented through the company’s wholly-owned Kenyan subsidiary, CSM Tech Limited, this platform has been operational since September 28 and serves as the authorized nationwide digital medium for the declaration, assessment, payment, and monitoring of mineral royalties in Kenya.
This initiative comes at a crucial time for Kenya’s mining sector. According to the Kenya National Bureau of Statistics (KNBS) Economic Survey, the country’s mining and quarrying sector recorded a growth of 14.9 percent in 2025, following a 7.8 percent contraction in 2024. Furthermore, according to data from the Mining Department, the value of Kenya’s mineral exports in 2024-25 was approximately 220 million US dollars, generating 991.3 million Kenyan Shillings in royalty revenue.
The launch of the RMS marks a significant step in Kenya’s ongoing digital transformation drive. It will further strengthen governance in the mining sector, which is emerging as a key driver of the country’s economic growth, export earnings, and overall development.
The RMS has been developed to support the effective implementation of the Mining Act, Cap 306. Under this Act, the payment of royalties is mandatory for license holders engaged in mineral production and sales. Under Kenya’s revenue-sharing mechanism, 70 percent of royalty income goes to the national government, 20 percent to the county government, and 10 percent to the host community; therefore, a transparent and efficient royalty administration is crucial.
Developed as a secure, integrated, and user-friendly digital platform, the RMS enables mineral rights holders and licensed traders to complete the entire royalty compliance process online. Through this system, users can digitally register and manage mining data, file online royalty declarations, receive automated assessments, generate invoices and make digital payments, monitor compliance in real-time, and view authenticated transaction records as well as details regarding outstanding dues and penalties.
Integrated with mining license records, the system maintains a secure audit trail via role-based permissions, thereby minimizing human intervention and enhancing transparency and operational efficiency.
For government authorities, it provides real-time visibility into royalty collection, payments, and compliance trends, ensuring rapid revenue reconciliation and distribution. Commenting on the development, Priyadarshi Nanu Pany, Managing Director and CEO of CSM Technologies Limited, said:
